Authorities have arrested a Township of Cavan-Monaghan resident in connection with multiple alleged child luring incidents that occurred at shopping and school locations throughout mid-July, and investigators believe there may be additional victims who have not yet come forward.
Scott Andrew Duncan, 43, was taken into custody on Friday following an investigation that began after police received a report on July 16. That initial complaint led detectives to uncover several similar incidents dating back to July 10.
According to Peterborough police, the alleged incidents involved a man approaching young girls in public settings and providing them with notes containing sexually explicit content. The encounters took place at Lansdowne Place Mall and on the grounds of Prince of Wales School, located near the intersection of Monaghan Road and Sherbrooke Street.
Duncan now faces 11 criminal charges: three counts of invitation to sexual touching, four counts of criminal harassment involving threatening conduct, three counts of luring a person under 16, and one count of making sexually explicit material available.
Following his arrest, Duncan was held in custody and made a court appearance on Saturday. He continues to be detained, with his next scheduled court date set for August 4.
Police have released photographs of the suspect as part of their ongoing investigation. Authorities are concerned that additional incidents may have occurred but gone unreported, and they are urging anyone with information to step forward.
